The Romanian Family Health Initiative (RFHI) aimed to increase access to and use of family planning and reproductive health services among underserved populations, especially women between 15 and 49 years of age. The program promoted preventive care and the adoption of healthy behaviors, including the use of family planning, in groups that were interested, but did not have access to the information and services needed to realize their intentions, such as ideal family size.


RFHI worked to achieve the following goals:
  • Improve the legal, regulatory, and policy frameworks related to reproductive health and public health emergencies, such as a potential avian influenza pandemic
  • Improve the mobilization, allocation, and use of health-sector resources
  • Increase access to high-quality, integrated reproductive health services, including HIV with a focus on populations most in need.
  • Inform the general population about social services, rights to care, and responsibilities
RFHI created a safety net of integrated reproductive health services for women by working at key entry points to the primary health care system (family doctors' offices, family planning clinics, abortion wards, and maternities) that are accessible and offer quality family planning services.

Project Components

In order to tailor interventions to identified needs, RFHI developed three main components: Along with the national expansion of the family planning (FP) program, the RFHI designed and rolled out additional reproductive health (RH) related interventions: In addition, RFHI supported an effective national response to emerging public health issues, as a frontline participant in disease prevention activities during floods and avian influenza outbreaks. RFHI designed and implemented all interventions with the view to ensure sustainability beyond the project's lifespan. Click on the links below to find out more about specific project components:
